Re-review McCloud Report in regards to validation for Winter Run spawning habitat and a potential HSI #22

Does the NOAA report have a depth criteria for winter run? If they do, let’s use that.

If they don’t, start winter run (~0.7) and late fall (0) starting unit to 2 meters and see if geographic criteria constrains it further

currently the winter run (~0.7) and late fall (0) is implemented; Skyler or Maddee will confirm that there is no other option for depth criteria in the report
