Rename 'claims' to 'scopes' where appropriate #5713

    I'm going to drop this in a GH issue with a link to this comment, as I agree with both of you - but `claims` is pretty deeply entrenched in various parts of Flowkit, and I want to do the refactoring quite carefully.
