Select symptoms' filter

Either by new page or tab, allow user to choose between symptoms' filter criterias:

• [x] SRAG definition (current mode)
• [x] SRAG without fever filter (sragnofilter suffix on database tables)
• [x] SRAG without any symptoms' filter (hospdeath suffix on database tables)

Basically, those toggles will only change the tables used for the panels. The table names share the same root as the current mode, with an additional "_[suffix]" added for the ones that are different:

• mem_report_sragnofilter
• mem_typical_sragnofilter
• clean_data_epiweek_weekly_incidence_w_sittuation_sragnofever
• contingency_level_sragnofever
• current_estimated_values_sragnofever
• delay_table_sragnofever
• historical_estimated_values_sragnofever
• seasonal_level_sragnofever
• weekly_alert_sragnofever

Descriptive tables are unchanged:

• scale
• territory
• dataset
• situation
