Describe the bug

This is a result of our auto-scrolling feature (https://github.com/FluidicML/fluidic-workflows/blob/main/entrypoints/sidepanel/builder_tab/ActionTabPanel.tsx#L71). We should only enable the auto-scrolling for Extracting and Recording actions.
