[BUG] redstone getting stuck when reloaded #5

Describe the bug Redstone gets stuck when you unload and then reload the chunk it was in

To Reproduce Steps to reproduce the behavior:

  1. Start redstone
  2. Unload chunk
  3. Load chunk

Expected behavior Redstone keeps going

Additional context "iirc tile ticks don't save in beta so reloading a chunk can cause redstone to do that"
