Remove EFFECT_SCRAP_CHIMERA #117

It seems that EFFECT_SCRAP_CHIMERA can been replaced by EFFECT_TUNER_MATERIAL_LIMIT, so why don't we remove it? @VanillaSalt

It can't be. EFFECT_TUNER_MATERIAL_LIMIT works only if the bearer is the very first synchro material (or tuner) of a normal synchro procedure while EFFECT_SCRAP_CHIMERA works for non-tuner.
