You cannot get around Prior's summoning condition. If you special summon a level 5 or higher monster, you cannot special summon Prior.
I understand that; the problem is that the program allows you to Special Summon him even if you've already Special Summoned Level 5 or higher monsters in the same turn. However, I haven't tried the program out since the new version was released, so that might have been fixed.
Oh, I see, I thought you meant that if you special summon a level 5 or higher, then you can still special summon Prior afterwards but the game doesn't let you.

Prior of the Ice Barrier's effect should only allow him to Special Summon himself from the hand if you don't Special Summon a Level 5 or higher monsters in the same turn. If you Special Summon him, you can't Special Summon any Level 5 or higher monsters for the rest of the turn, which is good.
