A temp version of ygopro for new rule #1934

https://github.com/lllyasviel/ygopro_newRule I created a new repository for the new rules and I would like to share it with you. Anyone can make commits without worring about mistakes or unstable codes. It is unsafe to develop ygopro with master rule 4.0 directly in FH's repository ,which is important for many ygo server. I will delete my repository once the master rule 4.0 is finished. (I am one of the collaborators of ygopro-core and I am working on ygopro2(a unity game) now. )

Anyone who commited codes will receive the invitation of collaborators in my repository for convenience. The temp repository will exist until the master rule 4.0 is finished.
