BUG: EFFECT_ACTIVATE_COST won't accumulate with other Duel.CheckLPCost #2364

If you got 1400 LP and Chain Energy on field, you should not be able to activate Instant Fusion from hand, which will cost you 1000+500 LP. But now in YGOPro you can and only cost 500 LP.

Same thing happens to the new card Masquerade, the Crimsongleam Dragon.

That behavior was removed in this commit https://github.com/Fluorohydride/ygopro-core/commit/71d322a4df2e9521ba3a314fba8a08649cc2a8d9, so in case this should be reverted

that commit is to fix https://github.com/Fluorohydride/ygopro-scripts/issues/849, if I understand correctly.
