CompatHelper: bump compat for LearnBase to 0.6, (keep existing compat) #189

This pull request changes the compat entry for the LearnBase package from 0.3, 0.4 to 0.3, 0.4, 0.6. This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

@darsnack Is this safe to merge now or should I wait for a release of MLDataPattern.jl?

This is safe. Just don't use 0.5 in the compat.
