Reference for IBAs has changed from PMID:21873635 to GO_REF:0000033

[x] Make new FBrf
[x] Change mapping for P2GO load
[x] Add mapping FBrf to GO_Ref to GAF pipeline
[x] Obsolete PMID:21873635 for FB2024_02
[x] update GO site GO_REF entry with FBrf

Load of IBAs into chado checked out grep PANTHER fb2024_01.fb | wc -l 28593 grep PANTHER fb2024_02.fb | wc -l 28880 numbers as expected

[ ] ask Pinglei to update the post load ga builder script to that from DB-928
