As for FBdv and FBbt, this PR prepares the FBcv repository for the upcoming ODK 1.5 release by:

not installing the libbusiness-isbn-perl package;
relying on the ODK to install the FlyBase ROBOT plugin, instead of doing so in a custom rule.
