Should submodule pyicic instead of having a copy of their files in our repository #4

We should do the right thing with the python module wrapper for the Imaging Source driver.
Right now, we've just copied it in to our codebase (with minor edits to get it to work).
We should fork a copy, then include that forked copy as a submodule in SantaFeControlSoftware.
