Enable a POE port be turned OFF and ON #37

It would be very useful to turn the power off and on for a POE port on a switch

Example use case is to power down a switch-8 (powered from a POE port on another swich) used for my HiFI / TV etc when everything is turned off at close of play for the day.

Not as simple as power cycling the port, as the API only allows for setting a specific port configuration. Will investigate.
