Bring back the info channel #9

Bring back the info channel as Read-Only and put all initial info there such as:

Configuration Settings at Startup:
- is Debug or Normal mode
- which channels are active
- whether or not OC is enabled
- command prefix
- name suffixes and whether or not they will be added to every name automatically
Quick Start Guide:
- things a new user should do, along with rewards:
- create a character, customize it (best to do via DM)
- show it off in the main or OC channels
- shop for supplies
  - challenge someone
- all available commands, grouped by subject
- all available variants, grouped by preset category

Have the info channel be the only one visible to everyone, and keep battle/shop/main/oc channels restricted to Partnered users.
