Currently illegal zones do not work if they are inside a legal zone

I have a version that fixes this, lmk if you want a PR

Any reason this is was closed as not planned? I tried adding an illegal zone around the yacht but had problems with the default Vespucci Beach zone taking priority over the illegal yacht zone. I can fork the project if your not interested in contributions.
