[Feature] Add git commit hooks to enforce Conventional Commits

ISSUE

Following #36 , we decided to enforce Conventional Commits. As such, we will require:

• a git hook for commit-msg
• a template .gitmessage that a contributor can use to remind themselves of the rules to make commits
• a CONTRIBUTING.md file on how contributions should be made
