New feature: keep set quality as max quality #4

This patch provides a feature to prevent YouTube (and the user!) from increasing the quality to a value higher than the chosen quality while playback.

I am confused. Why would you want to prevent the user from changing the quality higher than a chosen value?

In my case the video card sucks a lot but my internet's really fast ;-) That way youtube always decides to deliver HD to me (and changes it automatically), which cannot be played back smoothly by my shitty system though.
