Describe the bug
When I try to create a new issue and use the "Feature Proposal" template, it doesn't actually give me any template, it's just a blank textbox.
To Reproduce
Steps to reproduce the behavior:
Go to 'Issues'
Click on 'Create Issue'
It is mostly blank except for a 1-liner boilerplate text.
Expected behavior
Should have a meaningful template with multiple sections that guides the developer, and helps them create a meaningful Feature issue.
