TECH DEBT: Improvements to source code

@dwatling's list of improvements:

• Move org.json out of the java folder and bring it in as a dependency. May want to consider using GSON instead.
• Convert .jsp into .html files. Any code that is used to determine state should be able to be done via JS or moved into the REST calls.
• Split the project into two modules: “api” and “web”
• Use “grunt” to build the web project (with a maven wrapper for maven integration)
  • More suited to web projects
  • Enable code obfuscation and concatenation
  • Enable watchers
  • Enable karma
• Restructure web project
  • Move all vendor code into a vendor specific folder OR remove them entirely and use their CDNs
  • Use SCSS
• Consider looking at using md-card for rendering charts.
  • Add "layout-wrap" to container and flex attributes to card elements
