[Feature Request] Enable Scanning on Terms With Frequency/Accent Data but No Dictionary #2224

It's possible to have a term in a frequency or accent dictionary but not be in any installed dictionaries. Would it be possible to have these terms picked up too? For example, here I find that ★ has frequency and accent information, but if I disable the pictured "Nico/Pixiv" dictionary, then the star will not be scanned.

Also where did you get that dict? That's cool, I was wondering if someone had made one already!
