Closes #207 and solves the issue mentioned at https://steamcommunity.com/workshop/filedetails/discussion/1452613192/3806155532857704904/
This adds a concommand to clear out the list of snatched props, since it can get quite large over time and possibly induce lag. Admins have the ability to wipe it for all players if they wish, or can pass a SteamID64 to clear for a specific user.
