The lower the level of the sword, the longer the cooldown of the ability
I feel as though it should be the inverse. I'd love to hear why this should be the case though.
From my point of view, I feel like the cooldown should increase with level, due to an increase in level making the item/ability better, unless that feature is not being done. If the ability doesn't improve with level, then cooldown shortening makes perfect sense
