Add more elected Positions #29

As a user, I'd like to be able to rate my local politicians.

Here are some positions not currently included: Congress [federal], state senate [state], state congress [state], mayor [city], town (or city) councilor [town/city], sheriff [county].

All these positions should require state. County should require county. Town and city positions should require the town/city.

This is now LIVE (as of v1.3.0).
