Skeleton Mages from Ordinator do not cast spells #333

Describe the bug The Skeleton mages from Ordinator do not cast spells they seem to only attack with their swords. I was having this issue In 2.0.2 and recently updated to 2.1.1 to test this with a new character and the bug was still happening..

To Reproduce Add skeleton mage perk line go to a alter and summon mages then watch them attack.

Expected behavior Should use fire/frost/shock depending on skeleton mage

Additional context Save file at alter with skeleton mages. I am not sure if it is related but the spell ancient Lich sometimes has issues casting spells as well.

Bug reports like this need to have a screenshot of the object/NPC selected in console so I can get the FormID. Will fix once I have that.

Small update to this problem the same exact skeleton mages same form id seem to be used in the Labyinthian dungeon.
