Describe the bug
I have the perk for Arcane Blacksmith but I cannot upgrade any magical items. "I don't have the skill to improve magical items" I got this message before and after obtaining the perk.
To Reproduce
Steps to reproduce the behavior: Obtain perk, attempt to upgrade a magical item.
Expected behavior
Get the perk, attempt to upgrade item, upgrade item. Any magical item.
