Missives is assigning non-unique NPCs as targets and not getting a map marker as a result #484

LS Version v2.5.1

Describe the bug I've had several cases of getting an uncompletable missive target due to the NPC not actually being able to be found. I won't get a map marker of their location. Names that have come up include NPCs like labourers, merchants, and in once case included in the screenshot below, a guard.

To Reproduce Go to a missive board and take several jobs and you will eventually run across this.

Expected behavior I should only be getting NPCs that get map markers so that I can actually find them and make the delivery.

Its possible that is the case but I think they might be on a different land mass you haven't been to yet which is why the map marker isn't showing up. We'll wait to see what glory says.
