Summary: Overlays missing during initial character creation
Details: When creating a character for the first time, the overlays and makeup tabs are empty. If a preset with overlays are imported, the overlays tabs are still empty even though the overlays are visible.
To workaround: Save the character and use the console or mirror to edit the character again.
Steps to reproduce: Start a new game and go to the overlay tab.
