Details: This persists even through resetting addiction stats in the Skooma Whore MCM.
It happens only when playing a male PC.
Only way to fix this ive found is to turn off the visual effects in the Skooma Whore MCM BEFORE they begin.
Once they begin the only way to fix it is to load an earlier save.
Steps to reproduce: 1. Be Male PC
Take enough drugs to become addicted and/or get raped and drugged
