Summary: tower stone interactions

Details: when you enter a whipping scene with the tower stone equipped the NPC will damage themselves and can down themselves. Also 100% melee damage reflection for free is very strong may want to nerf.

Steps to reproduce: equip tower stone and enter SL scene with whipping.

Immediate thought would be to lower the percent reduction of the tower stone spell to something like 50% or something and perhaps set a condition to only reflect when blocking, which should both make the stone effect more balanced and prevent it doing weird stuff in SL scenes.
