Describe the bug
All inventory items are marked as stolen when returned following the first punishment scene from PW. This occurred for me in Whiterun so I'm unsure if it would happen elsewhere.
To Reproduce
Begin punishment scene from Public Whore, after being unable to pay full profits to the thane.
Expected behavior
Items returned to player but not marked as stolen.
