Missing tooltips in settings page #6

There are a lot of settings where tooltips should be added. The tooltips should show what the settings impact is.

An example:

Setting: "Max build height"
Tooltip: The maximum height allowed for building. Terrain may still naturally generate above a low height limit.

The tooltips source could be: minecraft.gamepedia.com/Server.properties

What to do:

Add tooltips to SettingsPage.xaml Example: CreateServerPage.xaml

If someone wants to add tooltips, please do so and make a pull request with the upodated file.
