Add #ABSTRACT headers for Pod::Weaver @Default/Name plugin #58

replaces manual =head1 NAME sections with # ABSTRACT headers for Pod::Weaver to weave.

Does not add # ABSTRACT to the files that didn't have an name section with abstract. Those files still produce warning messages during dzil build.
