Coverage decreased (-0.01%) to 93.664% when pulling e94eff21efbf29bf4fbeb169311614a9f0ad3ad1 on bug/windows-path-env into 8fcc5d2e594f0ea2b70039d21e37464b49e1145c on master.

Thanks @ryan-roemer. I tried to reproduce on my machine using Windows 7 with "cmd" shell. I couldn't so I guess my problem was just something I messed up and not related to the original issue or your fix.
