use node 18 and latest actions

Description

Converts from node 16 to 18 in pipelines and .nvmrc file.

Unrelated: Although provenance config appears to be set in package.json, it doesn't appear to be showing correctly in NPM. For example, @envyjs/node doesn't have a provenance badge. I can look into this tomorrow, but my quick searching didn't reveal anything.
