Migrate shared dependencies to root, change Prettier config #957

Description

I was updating the prettier config to allow for trailing commas, and ended up working a bit on the distribution of dependencies between the root and the nuka package, because there was a prettier-related eslint dependency that was giving off warnings on install. I could reduce the scope of this PR a bit if it seems like too much for one PR.

Internal-facing only.

How Has This Been Tested?

I ran all the core scripts (pnpm run start:storybook, pnpm run build:watch, pnpm run lint, pnpm run test, pnpm run test:ci-with-server) and ensured they worked as expected and passed.
