Moving changesets into top-level folder #43

Getting this error for changesets after merge:

Run changesets/action@v1
setting git user
/usr/bin/git config user.name "github-actions[bot]"
/usr/bin/git config user.email "github-actions[bot]@users.noreply.github.com"
setting GitHub credentials
Error: Error: There is no .changeset directory in this project

Going to attempt moving changesets to the top level repo and see if this resolves
