Looks like the requests ranking works on reactions and comments on the request.

So yes, would be great to have the Svelte icon as part of FontAwesome. It's a framework that is here to stay and would be nice if FontAwesome included it.

Well yes almost 3 years have gone by since the original request. No official response, so yes, it may never happen. With the huge amount of open issues, things get lost if they aren't resolved faster.
