This optimizes the loading of releases metadata from the local database so that when the plugin is configured to use a kit, on normal page loads, no metadata is loaded from transients. When configured to "Use CDN," only the metadata for the currently configured version of Font Awesome will be loaded from a transient on normal page loads.
Add font-awesome-last-used-release transient that will be the only release metadata loaded on normal page loads when configured to Use CDN.
Set a long expiration time for the font-awesome-releases transient so it will not be auto-loaded.
Change configure-debugging script to use root.
