Updated covid19.py to support ENV variables Updated README.md to reflect Docker version Added /Docker with Dockerfile and run.py Updated run.py to use python-crontab Added requirements.txt for easy pip install. Used pipreqs to generate.

Do not merge this yet. Possible issue with the cron job again.
