Dynamic Diagram page load error

Description

Error exception shown on page load and on selecting a recon that has not yet run valrec.

Steps to Reproduce

1. Bug 1
   1. Login to Clara
   2. Navigate to Dynamic Diagram page
2. Bug 2
   1. Login to Clara
   2. Navigate to Dynamic Diagram page
   3. Select a newly made recon or a recon that has not yet run valrec

Expected Behavior

• If a recon has not yet run valrec on selected or default date then show nothing
• No error shown on page load
