This PR adds an experimental hitscan laser to the game.
The ammo pack is the same one they use for CTF lasers.
Et cetera. Mostly just for easy framework, tbh. It's easier to count rounds than it is to check cell and divide by power and honestly it was only ever that way because the coder who made AER9 cells and all of that had brain damage and made them energy weapons rather than using ballistic code to fire energy weapons WHEN THE ENTIRE POINT OF ENERGY WEAPONS IS THAT YOU CAN'T PULL THE CELL OUT AND YEARRHHGHH
anyway this is just for testing t is not in the game but admin can dick around wth it a bit and tell me if they like
