About The Pull Request

pulls down viewport stuff from https://github.com/Citadel-Station-13/Citadel-Station-13/pull/14234

updates our window title to be 'Fallout Fortuna' instead of 'Fallout13'

replaces the black box loading screen with a fallout themed one if you are Especially Laggy. it's near impossible to see this unless your connection is bad lol

logs previously used names for players too

Why It's Good For The Game

this should fix a runtime where player_details aren't loaded on a new client if they join -> leave quickly
