Repaths power armor footsteps into a fallout subfolder since it was pathed into the modular_citadel folder before I decided where I'd modularize lol
also implements unique road and ruins footsteps that pair nicely with power armor, since they come from the same game and have the same timing. they're just good sounds! no more plating
