Cant drag onto home screen #27

Hello. I am unable to drag the app to my home screen for quick access. Im not 100% sure if this is an issue with the contacts app but since every other app Ive tried works fine, Im guessing it is? Pressing and holding brings up the app info and edit launcher dialogs and thats it. Usually I can also drag it to my home screen. Im currently using Neo Launcher if that matters.

Okay it turns out it was the launcher after all. I had it locked. Oops.
