Upon player feedback, I have tweaked the arrows a bit. The damage has been increased from 5 to 15 (this is still less than any other arrow), the AP increased from 0.2 to 0.3, and the one tile explosion REMOVED from PLAYERS. The explosion still occurs if you shoot a structure, but now carbons just take normal damage.
Previously these were 4-shotting CA, which I was aware of. I was, however, unaware of them causing temporary blindness that meant getting hit once was a death sentence. Now the blindness SHOULD be gone, so should the deafness, and they should only do chip damage against carbons.

Why It's Good For The Game
I have zero idea if it is or not, but it's funny and Tadano said "go for it" when I asked if I could do it to spite that dude who wanted to nerf arrows for some reason.
