service rifle & R82 buff + hunting rifle slappage #469

Funny burst fire to see if this makes them mald less, it's really good without being broken.

Gonna buff the slappage of the hunting rifle in a sec.

Tadano, I know you had good intentions with this PR but this PR broke the R82. Now the R82 fires in a laggy barrage.

Hunting rifle change is more viable at least.

If you wanted to buff NCR, you could add a slight damage boost to the flamethrower.

Thanks for the heads-up, I hadn't realized the R82 was a subtype of the service rifle. I'll change it to take burst cams.

Honestly I feel like the Remington rifle should do 45 with 0.3 ap

Honestly if flamethrower can't get a buff in damage, at least remove the cancerous cooldown. It's meant for crowd control and cooldown just makes it so it can't even do that.

the service rifle doesn't work with the burst cam so...... fix?
