Add linux desktop example #4

adds a flutter linux desktop example app of starting a tor node

need to make android builds and example work, cargo ndk giving me issues at the moment

I'd also prefer to have cargo and cargo ndk be triggered by gradle/the dart packaging system so scripts don't need to be ran, but android is a blocker for me there as well

also I can/should vastly clean this diff... lots of small and reverted changes that could be simplified/squashed
