Format as Flutter plugin and add Linux desktop example to Arti branch #6

This pull request converts the repository to a Flutter plugin named tor with a Linux desktop example included for reference

I could definitely clean/squash the history of this, it includes a lot of troubleshooting across earlier versions (libtor-sys etc)

It would also be good to get this building automatically via gradle etc

I'm going to remake this to be cleaner

7 does the same thing but much more cleanly. Instead of a squash I just regenerated the FFI Plugin template and made minor changes from there, copying key files etc
