fix test runs #78

This intended to fix the GitHub Actions tests run.

Update the runner to ubuntu-22.04 this is newer than ubuntu-latest (https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners#supported-runners-and-hardware-resources)

Update test-requirements.txt to pin today's latest dependency versions.
